It would be great to extend the story, but that would mean adding filler subplots like more moments with the musician, with Rita's friend, or conflicts with her mother, or more OT scenes, but anyway, all of the above wouldn't reach the 40 minutes of final footage.

Technically it would be a French film, it is directed by a Frenchman, the main actor is French.
