Yeah, simply "opening" the ports is not enough if you have several computers, smartphones and IoT devices in your home network. The router must forward the data packets to the correct device... @ghost, aren't you using VPN anyway!?
It's kind of ironic that "Step-by-Step eMule Setup" is 41 pages ...

ok, first, I don't have "DHCP Reservation" mentioned when in cmd typed what you wrote. That means I have to go harder route, ok:

If your router and the webpage show different public IP - It is difficult to get HighID, unless VPN or ask your ISP to get 'port forwarding' supported.
I followed your instructions and checked, an both IP are the same, meaning I can get HighID
So what is the next step?

Is lowID working already? If not, try to get lowID working first. It should work pretty much out-of-the-box. Incoming connections and router tweaking is not needed.
Once the basics is working, you can try the advanced stuff.

I followed your instructions, and I have lowID. I tested by downloading some picture, and it works.
I did tried with 20 of diferent files, from smallest word files to 1 Gb films, but everything is "status-waiting"
I am new to eMule so I don;t know what I can change so files start ...

You have to allow incoming connections for the eMule.exe in the WIndows Firewall. Then open/forward the TCP and UDP ports in your router (the ones in your emule settings under "connections").
