I dunno, I am not familiar with the Cineb site and its sources. But the file is only 1.07Gb, and if it is an upscale they may very well have done it from the actual DVD. (After all, a DVDRip requires that someone actually have the disk.)

Here are the specs (I renamed it as a webrip):

Technically webrip means you used a screen capture tool to record a stream, while web-dl means you downloaded it directly. Usually web-dl files are superior - but not always. Good capture tools can perfectly duplicate what is on your screen. Unfortunately a lot of people use webrip and web-dl interchangeably so the labeling of a file doesn't always tell you how it was made.

The source is what really matters. A high quality source yields high quality rips and downloads, and vice versa.
