Here are the specs (I renamed it as a webrip):
Technically webrip means you used a screen capture tool to record a stream, while web-dl means you downloaded it directly. Usually web-dl files are superior - but not always. Good capture tools can perfectly duplicate what is on your screen. Unfortunately a lot of people use webrip and web-dl interchangeably so the labeling of a file doesn't always tell you how it was made.
The source is what really matters. A high quality source yields high quality rips and downloads, and vice versa.
