Maybe both Shirley Temple and Clint Eastwood teamed up to have it suppressed?

Don't think so. There are user reviews online... Maybe it's just (really) hard to find.

I know, I was just kidding! That is not the kind of pettiness I would expect from either Mr. Eastwood or the late Shirley Temple Black. It just seems to be lost because no one wants to spend money releasing obscure public domain titles.
IMDB Trivia says
The earliest documented telecasts of this film took place in Chicago Sunday 4 December 1949 on WBKB (Channel 4), and in New York City Thursday 11 May 1950 on the Night Owl Theatre on WPIX (Channel 11).
So it has certainly been shown on TV, telecined from an old print. It has probably been on TCM. And here is evidence that someone was at one time selling a 16mm print on eBay:
