again and again load ID ... no downliad activity

1st of all I want to mention that I read the posts regarding the low activity here or in the emule help .... Yet, I dont have any avtivity in downloading and a very minor activity in uploading ..
some facts about my connection :
windows XP
No windows XP firwall are used
Mcaafe securty center is used insted with Grant access for emule.exe
Im using Sat. connection for downloading and DSL for uploading
proxy is not used in emule ==>direct internet (although it's used in MS Internet explorer) ....
I tried everything to get it to download but yet its not downloading
I even enabled the XP firewall with exceptions for the ports 4662,4672 but yet no activity

Can someone please help me ??
