The video has some awful edge moire patterns going on, Anytime there's something with a sharp line, eg. the car at 2m50 - 2m58 (screenshot below), edges of people's shirts, a shot of a building, very distracting in 50+ scenes (as the pattern flickers and scrolls) and slightly visible in 100s of others.
The video release is 25fps (not interlaced 50fps source) - so sadly it appears baked into the original video and I'm sure it can't be removed now. I tried a few interlace settings in Topaz that's normally quite good with interlace lines - but Moire patterns on objects it can't handle. Unless Ghost knows better

If anyone has the original 50fps video (this was a .TS implying a digital TV rip maybe?) we could fix it.

The video is a WEB-DL fom netzkino.de. I didn't get it from TV. There was a time when I muxed all my videos to TS-containers, because my old TV-receiver's hardware media player only could play these files.
I don't know how netzkino.de destroyed this video.

I guess netzkino.de made it by converting it from interlaced 50fps to 25fps without the correct setting to remove the interlacing properly.
I recall reading you have to deinterlace BEFORE resizing. Possible they did a resize without deinterlacing, or tried to deinterlace / drop every other frame without deinterlacing - hence the nasty pattern. Any basic virtual dub deinterlace filter would have done a better job before we get into the advanced one you recomended!
