Oh no, I haven't been trying all that time!
I just never got around to trying to set it up until this year - I guess I was kind of intimidated at the idea of learning something that looked complicated. I certainly wish I had done it back in 2019, but it is what it is.
Anyway, I'm in the middle of a long download right now so I'll work on getting High ID after it finishes (probably should have done it first, but silly me, I just had to have that "Laura" Blu-ray right away, because Dawn Dunlap

Yep, you can use your computer for other things. Just press the "minimize" button to get it out of the way. (the - at the top right corner).

The numbers I am using for my client ports are TCP 16065 and UDP 16066 and that's what I put in the boxes, but...

Use the same port number for both TCP & UDP. I think it will work if you just change UDP to 16065. But if that doesn't work, go back and forward only 16065 in your router.
Then choose the "Test ports" button in the emule client and see what you get.

Thanks for posting this advice about getting HighID, bonmrmjp. Eventually I will have to wipe/reinstall my OS, and I want to make sure I can maintain HighID. I don't know how I even got it in the first place.
By the way, when I use "Test Ports" on my emule, it always tells me "TCP test successful... Now testing UDP... UDP test failed!" It still gives me HighID and I am able to download and upload pretty well to others.

Note that when using VPN, then forwarding ports in the router has no effect; it has to be done at the VPN service (if supported). Just mentioning this, because I noticed a VPN icon on one of your screenshots. Another possibility is that your ISP has blocked port forwarding (which has no effect when using VPN). Using the same TCP and UDP port number sounds reasonable.
And UDP port ist used for Kad, which helps to find sources a bit more quickly. It has no effect on HighID.

Although I have a free VPN, it's not active because I wanted to get eMule working properly first before fiddling with it. I don't think I'm going to be able to use it for eMule, mimzy, because you have to pay to port forward and I am broke!
Oh well...

I was following the instructions by Phuzzy4242 based on my internet speed, which is around 27-28 Mbps for downloads and 4-5 Mbps for uploads (specifically, speedtest.net gave me 27.66 and 4.67 respectively, Google check internet speed gave me 28.0 and 4.62, and fast.com gave me 28 and 4.2 results). Here's the relevant passage:

IF I AM TALKING WRONG, someone's gotta correct me, but here goes --
Your download / upload speeds are in Megabytes per second and you limited it to a much much smaller amount in the Kilobytes per second range!
Your download speed is 28 Mbps = 28000 KBps,
your upload speed is 4.2 Mbps = 4200 KBps.
Phuzzy's math goes even smaller, and involves converting tiny kilobits (kb) up to the then-large Kilobytes (KB), a whopping EIGHT TIMES the size. That was the olden days. No one measures in kilobits anymore.
If you follow the 80% suggestion, then
80% of 28000 KB/s download capacity = 22400 KB/s
80% of 4200 KB/s upload capacity = 3360 KB/s
Emule will NEVER go that fast. It is too old. If I understand Phuzzy's suggestion, you would put 22400 and 3360 in the Capacities, put check marks in both "Limits" boxes, and push both sliders all the way UP instead of all the way DOWN like you have it. Then if your quite stong internet speeds overpower you eMule client and make it crash, you can restart and experiment with sliding the speeds DOWN until it stays working. Or you can slide it down temporarily if you need bandwidth for other stuff.
