Afaik these are all Showa era, which were filmed/broadcasted around the 80s, probably was a time where seeing/showing children's underwear was not considered sexual or inappropriate. That's just how their clothes were, and as far as I'm aware it wasn't a big deal to both the children or adults at the time. Just kids being kids, nothing out of place imho
Whether the camera placements were on purpose or not, unlikely but not impossible

The actor holds the little girl up and down and lifts it up and down. The director's plot arrangement seems to deliberately let the little girl go away. You should watch the original film.

In Soviet Union, little girls were wearing ultra short skirts and showing panties all the time. I wouldn't have even noticed
The aesthetic of Soviet and Czech films is very good, all the young actresses seem to have their own soft light filters, wearing luxurious dresses like fairies.
