Looking for a movie, maybe not OT

It was on TV last year. I wasn't home and the sound was off, so i couldn't tell what the whole story was, and I didn't see the entire movie, just glimpse here and there.

To me it was set in a girls only jail, or strict dorm building with strict rules, maybe a psychiatric place. Two beds per room and the rooms were not very fancy. The rooms didn't look like a cell. The residents were all girls in their teens. A few scenes I remember. One girl tried to hanged herself. Another was a tried lesbian kiss, but I don't think those lesbian feelings which curious at first, but turned out anything at all. They had strict bed making rules. Not sure if i can remember anything else.
