Sure, but you have to have the other soundtrack in the first place, rather than just one file with only an unwanted dub. I never expect an MKV to be dual-audio unless it says so. If you have another file with the wanted audio, it needs to match up for the length of the audio for a remux, though you might have to adjust the start time for one of them . If they are different FPS, then stretching video or audio takes more time and calculations. Some people here (ghost) are masters at that and can do it in their sleep. It is more effort than I care to make.

Movies from rutracker and russian distributions in general usually have original audio in addition to Russian audio. Mkvtolnix is then a sufficient solution
And when it comes to preparing and adjusting your own soundtrack, this requires a bit more skill.
I use Audacity to adjust the audio.
Matching a soundtrack from a film with one fps to a film with another fps is very easy if someone knows how to do it.
Pure mathematics. Once the fps is correct you just need to check the sync. Sometimes you have to cut a part out or move.

Recently I was playing around with matching Polish audio (lector) and subs which came from some old 25 fps DVD to the 23.976 fps film Walkabout. I did the matching for two versions. First to Criterion's BDRemux and then to BDRemux Second Sight. Night457 You know what the differences are between these two versions.
I had a lot of fun with it.

Just one of the reasons rutracker and their friends are fantastic! Russian torrenters are reliable for keeping files shared publicly.
