If one more BluRay would have made too much music to fit on those 2cds, they could have cut out some of the dialog snippets to make room for more actual songs. I have seen a number of the Emanuelle films ... and I did not find the DIALOG especially memorable.

I mavri Emmanouella (a.k.a. Emanuelle's Daughter, Queen of Sados, etc.) is not owned by the rightsholders of the Black Emanuelle series and was produced by a different outfit, Andromeda International Films. It was a knockoff that also starred Laura Gemser as a woman who just happened to be named Emanuelle - but not the traveling photojournalist from the other movies, a completely different character. In other words they were piggybacking on the name and success of Black Emanuelle.
Severin would've had to negotiate a separate deal with whoever currently owns the Andromeda portfolio if they wanted to include Emanuelle's Daughter in their collection. And they'd risk losing the rights to the legitimate franchise films by throwing it in with them. Those are the main reasons why it wasn't included in the box set. I don't think content would've been a major stumbling block, but you'd have to ask the bosses at Severin about that.

Aha! Boring rights issues usually explain a lot. I forgot that she was not the photojournalist in that one.
