The last half of the title doesn't match at all, so maybe not, but that film is by the same director as "A Pool Without Water" which has been posted here, so you never know.

EDIT: Here's a description I found of the file I just mentioned, sounds like a similar movie if not the same one. (The "Porky's" comparison in CVMC's description makes me think it's the same one.)

Pantsu no ana: mukesode mukenai ichiue tachi aka Pantsunoana 1990. A story of older teenage boys growing up, getting in trouble with older boys, and trying to get laid by some very cute young Japanese girls. Even in Japanese it is not that tough to follow, but much of it is silly at best.

Haven't found it online, maybe I'll get the DVD but first I want to finish the three I already got to post here.

* "Kahei" can also be transliterated as "hana gara", both means "floral pattern"; "batake" is probably someones slip for "hata de" and the english loan "input" has probably mistakenly been dropped all together

"Pantsu no ana" is the name of a series of 6 movies (1984, 1985, 3 from 1990, 2011). I seems to be a teenage sex comedy, a kind of japanese "Lemon Popsicle" which had also some sequels. Our movie is the second from 1985 with the individual name "Kahei hata de input". The movie mentioned by fll is one of the three from 1990 ...
