OK has it in 1080p, but it looks like an upscale. The beginning and ending several seconds are cut off also.

What Color is the Wind (1973) WEBDL
Synopsis:
Sergio and Eva are two blind children who attend the same training school for the blind and soon become friends, despite the fact that he comes from a humble family and she comes from an upper-class family. Because of this, the boy's mother forbids him from visiting her house. Luckily for Sergio, his teacher, Luz María, decides to help him by paying for part of the operation with her savings so he can see. The operation is a complete success, but now the boy is beginning to realize that the world is not as wonderful as he had imagined when he was blind. Added to the fact that Eva's mother is now the one who doesn't want to be around her daughter (since the girl had also undergone surgery before, but without achieving the same result), Sergio decides to take drastic measures to regain his little friend's friendship.

Thank you Zsofia! I picked up your video (& the subtitles) a few months ago but had to put the subtitle adjusment on hold.

I am guessing that is not the answer you were hoping for, right? You probably did the same thing that I did: adjust the start and the end times, and then found it was out of sync for many many lines in between. I do not have the original TNT file it was synced to, which is no longer shared. It seems that this version of the movie has different timings at every single scene transition, so it messes up the subtitle timing by fractions of a second. It also has some lines of dialog that are dropped out and marked CENSORED on the screen. If the original was not censored then that also messed up the timing. Or maybe that was put in as a political joke by the original filmmakers?
I gave up in frustration 2 months ago, and did not think about it until the recent posts. I probably ought to have gone back to the original opensubtitles file, but instead I continued from where I left off. I finally had the motivation to adjust the subtitles LINE BY LINE as I watched the movie in the tiny SubtitleEdit Preview window. I only made small changes to typos in the text.
By the end I got something in my eye...

Indeed, not the answer I was thinking of. And, yes, your assumption was correct. I did some FPS tweaks and visual syncs and a few other things, and even managed to get about a third of the film passable (but not great), but it just just got worse in every area after that.
BIG THANKS, citronleaf, for undertaking the tedious method of getting this one done! Boy, it is nice to have another subtitle wiz around here.
While not exactly the answer I was hoping for, this is quite the acceptable answer for me, as it relives me of concern I had at first for my ability to do the task of syncing some subs! The idea that there was a different version of this film involved did cross my mind, though I do not have the TNT file either.
I ask just so I am clear in my understanding, the version of the file that Zsofia shared is slightly censored? Or do you suppose the version shared on TNT was censored as well?

Yes, but I think it might be part of the film itself as a JOKE about government censorship. At the very beginning, a news reporter live on the air in a crowd has to cut someone off when he starts talking about "Indians" (indios) because he is terrified the broadcasters will get fined. (It must be a sensitive topic.) It probably has the same "censored" notices but I just can not be sure. I was desperately looking for reasons why it was so wacky out of sync. Some of the scene transitions were very rough but THAT could have been part of the original editing too. I know that when a film is restored and remastered from the original source, they sometimes/often reassemble the complete restored film in the final form. This can make transition errors. For all I know, the original video that the subtitles were made from might have been edited from commercial TV and had the commercials cut out, and THAT would change the timing. I can only guess.Or do you suppose the version shared on TNT was censored as well?

Some very good guesses. I do recall that funny response from the reporter while interviewing the people in the crows in the beginning. Obviously a different scenario, but the moment reminds me of a quote from an older episode of the Simpsons, where the news reporter thinks there will be an invasion of giant space ants: "I for one welcome our insect overlords." 
I can verify that these red censurado moments occur in the 480p ok.ru link you posted above, but the 1080p link has the censurado moments removed entirely, cutting about 20 seconds from that scene!
It is highly likely the original subs were timed to a slightly different cut of the movie, and more importantly, the file Zsofia shared is likely uncut or uncensored for the most part. Great news.
