The film was shot in early 2009, so she was indeed 12 years old. What the director revealed is interesting:

"The film took two years to put together, and by that time, she was too old for the part as I had written. She had breasts already, and the part I had written was definitely for a child who was younger than that. So.. I held auditions and auditions, but I never found that quality, what I found in her. I rewrote the script, then, and we had to rethink how to shoot the nudity, for example, because of her breasts. But I think it puts the film into a better perspective, a child that age."

I feel like she was perfect for the role. It seems like she had just started developing, and was developed just enough to be noticeable and to provide some visual interest. But it was still early enough to not be overly distracting and to keep her sense of youthful innocence.

I have found several references that state the film was shot over the summer of 2008 starting in July. If true this would mean she was 11, about four months shy of her 12th birthday. It does make sense - from her physical appearance but also due to scheduling. It was clearly filmed in warm weather based on outside shots. The movie premiered in September of 2009. Had filming occurred in spring or summer of that same year, post-production would've been super rushed.

I'm still looking for something official. A press kit, interview with cast or director, that would confirm this date. The official movie site people referenced as the source of the 2008 dates no longer exists, and the Wayback Machine copies are inaccessible thanks to the old flash intro screen.

You're right, the film was definitely shot in the summer of 2008, so Anna was still 11 years old.
This is written on Wikipedia (Dutch and German) and confirmed by some photos taken in August 2008.

It's fun to see the variation at that age. She's a bit more developed than Mia Garnier in À mort le bikini!. Seems to be similar to Amalie Dollerup in Ogginoggen but quite a bit less than Amalie in Nonnebørn at the same age. Anna seems similarly developed to 12 yo Johanna Schneider in Pia Piano.
