The film is Swedish (the director was born in Lebanon and moved to Sweden in 1966).

Note that it is listed as a documentary (the director has made several), but on the Swedish Wikipedia page of the director's biography, it says that it is a feature film based on a true story:
"In 1994, Leyla Tengroth made her first feature film: the feature film Frihetsligan. Tengroth wrote the script together with Bo Bjelfvenstam and based it on a true story about a little girl who led a gang of gangsters in Beirut. Leyla found her heroine among Beirut's street children: 9-year-old Rim Al Hamad."
