It's horrendous

The voices don't even sync with the characters mouths

Lipsync is often not possible with dubbing, and when it is attempted that usually means a radical text revision. I prefer original language myself but I do get tired of reading. IMHO the traditional masters of quality film dubbing are German and Italian dubbers. Of course the English dub for this movie was not done by either!

I am curious... was it scary? Or just Scooby-Doo scary?

This version is terrible, its bit rate is too low, resulting in its picture quality is awful, not even as good as the 720p version:
