In case you can't or don't want to open the link for some reason, or can't make heads or tails of that comic, here's my transcription and explanation:
The comic shows a thread on a fictional forum about mopeds. The first post we see is by a user named NIN85, dated December 5th, 2000. It goes:
"SO MAD THAT MY MOM WON'T LET ME GET A VESPA. I'M OLD ENOUGH FOR A MOPED LICENSE, AND THEY'RE REALLY NOT THAT DANGEROUS."
Then comes a post dated September 23rd, 2020- almost 20 years later, by a new user named JULZ. It goes:
"AT LEAST SHE'S NOT STOPPING YOU FROM GETTING AN ELECTRIC SCOOTER YOU DON'T EVEN NEED A LICENSE FOR."
It's not directly said, but strongly implied, that JULZ is the son of the now almost 20 years older NIN85. She replies:
"OK, JULIAN, (A) YOU KNOW WE TALKED ABOUT THIS, AND (B) HOW THE HECK DID YOU FIND THIS THREAD"
Under that, there's the comment "I LOVE THAT MESSAGE BOARDS ARE NOW OLD ENOUGH FOR THIS TO HAPPEN."
