The coming of age story of Amalia, a precocious 11 year old girl, backdropped by early 90s day to day life in a small village in Israel. Her life is rocked by the return of her uncle, a charismatic and handsome man of 35, who comes back home suffering from a mysterious illness. A unique bond gradually forms between the two. He supports her and she in return offers him last moments of grace, right up to the inevitable end.

No, I understood it differently.
Spoiler:

Amalia's uncle is ill and knows he is going to die. At first, Amalia is angry because she doesn't understand why he is there (he has also "stolen" her room). He pays her a lot of attention because she represents his last link to life. She is therefore flattered and, as a precocious child who has now “become a woman,” she is certainly attracted to him. She then learns of his illness and when she sees him in bed, she realizes that the end is near and lies down next to him for one last moment together.

I love this short film very much.

Why do these cross generational romances always end in tragedy

It's an autobiographical story. As the director wrote:
Spoiler:

"Underwater" is my personal story. It took me 25 years to get this burden off my chest, to accept the guilt and pronounce it in the only way I know how - by telling a story. I never got to tell my uncle goodbye, so now, with this film, I bid him farewell. I learned a lot from making this film, mostly about myself. I hope the viewers would share my feelings.
