Well, I did say the subtitles were "for the Understanding-Ray-Winstone-Impaired". If you have never heard his typical speech style then you are in for a treat!

Just a terrific actor with a working class Cockney accent that some people might find difficult to understand.

Is 1998 even the release year

IMDb says 1997
BFI screen online says 1996
Google AI says 1997
Footpring films (https://footprintfilms.co.uk/projects/yellow/) says 1996

Just pick your favorite year! Probably it was made in 1996 and it was making the festival rounds in 97 and 98. It may have had an actual "wide" theatrical release (unlikely for a short) or an official appearance on the telly in 1998.
