I'm guessing they remastered this from the original negative, and that little flaw originated sometime within the last 25 years sitting ... wherever it was sitting. It would be interesting if it occurred at the time of filming and they just said screw it, no one's going to care anyway, let's move on to the next scene. But you're not likely to find any article mentioning a detail as minor as that.
Movies get released with quite a few flaws sometimes. Restoration costs more than remastering and they don't always consider it worth budgeting in.
Ben Loke'ah Bat (1982) is one example posted here which was remastered in HD but not given the restoration it so desperately needed (Ghost did for us what the studio should have).
