In France, it's considered a short film, because:
"en France, le Centre national du cinéma et de l'image animée (CNC) se base sur un décret officiel datant de 1964[8], qui définit un court métrage comme un film dont le métrage n'excède pas 1 600 mètres en format 35 mm (ou la longueur équivalente dans les autres formats), soit une durée d'environ 59 min. Dans d'autres pays, la définition (durée) n'est pas forcément la même."

Based on this forum's criteria, I think it should be moved to feature films.

Yeah, FLM criteria is anything over 40 minutes in runtime is not a short film (And instead, should be posted in one of the feature film's country forums)

As much as I loathe Hollywood AND agree with the French in their more rational definition of "Short", there is no going back on "rules" now. I moved it to features.

It is even an award-winning SHORT:
