1. I remember a small boy and girl, about 6-8 years old. Two scenes stick in my memory. First, the girl climbing a tree in a short dress - good upskirt/panty footage. Second, they go into a shed where mutual exposing takes place, then the boy comes out complaining that it hurts (this part is even vaguer than the others). Some spying on elder sister's exploits (like in Hope and Glory, but in a field).
2. About a family of burglars. Dad, Mom and a male friend of theirs (maybe the Dad's brother) are a team of burglars. Very well organized; great planning - they even take special drugs just before each job to steady their nerves. The son and daughter (early/mid teens) have an interesting relationship - lot of sexual tension there. The title was "Family Business" or something similar, but I can't find a good reference - swamped by results for a much later film starring Matthew Broderick.
