My best answer to this... Emanuelle... Softcore Movies, although most I expect are 18+ girls, they're filmed in Europe (France I think) where the age of consent tends to be lower. Emanuelle: Queen of Sados comes to mind. But that's not really a sex scene... the girl is brutally raped as I recall.
