Sadly that's very common - a great place, perfect organized, great staffers, some impressing members... and all the others just grab the informations, downloading the movies and not even a tiny thank you although it takes only some seconds to post a reply.
On my old place, where I started as a simple member, later then mod and admin, about 50 people were active and doing the posts, although we had more than 50.000 members and up to 300 online 24 hours a day.

i for one try to reward those who have been active by giving friend slots. and i also continue to share the upload for a week or two. if these lurkers would do at least that than i would be happy.there are incentives for getting people to post.
an idea i have seen at other sites would be to limit access to certain areas of the site to participating members only. but it will add to the moderating task.
maybe there is 5800 very shy people. lol

The particular approach FLM has to this material is not for everyone, there are a lot of people interested in "international childhood movies" who signed up just to see what's here but didn't like the focus on eMule or OT or whatever and didn't stick aound. So easily 95+% of those 5K members aren't really members. This should happen less since registration is no longer required to browse.
There is a group of members who don't post but do download, but this is commonplace in such forums. Still would be nice if they became active contributors, but I suspect they don't feel they have much to contribute or the task seems daunting. But give them time, the longer you've been a collector or fan the easier it gets to contribute.

Two things bring posters out in my experience. Power posters, and or a consequence for not posting.
A Power Poster is measured by quantity, quality and originality. Power Posters give their all to a community, so much so others are inspired to post out of gratitude or belonging to something worthwhile.
Inasmuch as consequence, private groups is one method, restricting access another. For example, the permissions on various boards can be set to restrict viewable images to non-members. (I don't think php2 can do that). The ultimate consequence is terminating accounts, however. Mandatory posting gets members going where they've no intention of posting otherwise. Unfortunately, then the board has to deal with all the members spanning the board to avoid deletion. Even still a forum should be a place to meet others of common interest. An open board IMO is more a blogspot than forum.

There have been discussions here along these lines before..........the very nature of ed2k means that users have to share to achieve any meaningful download. That can be considered as contributing. Would I like to see more members contributing to the forum here?....of course, but not if that means endless postings of perfunctory thanks & acknowledgement simply to maintain an enforced posting ratio. The forum would quickly become very congested. My releases & contributions are not dependent on receiving thanks or acknowledgement.......I enjoy what I do & my eMule upload queue is thanks enough. The only exception is when a specific request is filled......an acknowledgement is expected & anything else would simply be rude.
Once again, I can see no problem with how the board is run..........let potential posters make their own decisions.

One might also consider recruiting more members. For example, putting first-loves.com in the eMule link. Uploading rar via torrent sites or direct links with first-loves in there somewhere.
