[REQ] 70s foreign language movie about a school for witches

Does anyone know the name of this movie? The plot involved a school for witches. I only remember a few scenes:

* prank of spraying the hallways with (fire extinguisher?) foam, and of bypasing this by swinging from the ceiling bars that supported the walls
* classroom scene where a kid grows a long arm to snatch the homework? from the teacher's desk
* something about a cut-off ear

I believe it involved a kid deciding between a school for wizards or for normal people????

I saw this in the 70s. I think it was B/W and probably in a foreign language.
