I had no problem registering at Radar.kiev.ua, but there doesn't seem to be a great deal more than you can see without registering. I neither speak nor read any Russian, so maybe there is an additonal step needed for further access levels but I don't see it.
Looking for sources for REQs here I have become relatively good at navigating boards in many different languages, so it wasn't that tough, you just need to understand how standard forum software works and be able to run important text through google translation. Some Russian boards restrict registration to certain hours of the day, so maybe that was the problem your friend had and I got lucky. In any case, I'll PM you the login I used.
The other board I have no idea about.
Edit: It just occurred to me why perhaps your friend thought an invitation was needed. There was an additional entry box on the registration page. But it wasn't an invite code (unless it was secretly a place for an invite code for people in the know). It was a common anti-spam measure: in addition to the standard image captcha, the text above the box gives a written language instruction for what to put in the entry box which is likely to foil automated registration programs. In my case it was "Пожалуйста, введите следующий номер: Девяносто пять Только лишь две цифры, без пробелов" which means enter the number 95 (thanks google translate and the Firefox addon!).
