Olsen Twins looked truely awful in their early stuff, a woman with the same acting ability and/or features at the time wouldn't have been considered for any roll in TV/movies.
And having a 19 year old play a 12 year old? I agree it's pretty ridiculous, although US movies are moving away from this idea, slowly.
