Harmony always felt isolated and trapped in the dysfunctional and chaotic orb that made up her world. The routine screaming and yelling that erupted daily from her household only added more static to the bullying that came regularly from the neighborhood kids. But on her 7th birthday, she is handed a discount music box and slowly begins to understand its special powers. Though the eyes of a child, the world is revealed and with it comes a powerful and timely message. Introducing Madison Davenport as Harmony Parker in a story about one little girls journey towards discovering the key to mend all mankind.

Looks like loosely based on "The Queen's Nose" UK program (same name of character as well

Anyone have this must have movie - story sounds terrif.

This sure seems like it was never actually released in any form. Amazingly the official website is still active, but given it was never updated with any release or screening or DVD info at all makes me think that's quite possible.
