It usually means you don't have eMule's ports opened in your router, but it can also mean your ISP hasn't given you an actual outward-facing IP address, you're just NAT'd into one of their pools. If that's the case, you won't get HighID unless you convince the ISP to give you that IP address (they could charge extra for it if they do).
