Blackmagic's Online JPEG is software compression, so i would probably need a hardware upgrade to get it to work probably.
There's a good discussion about 480p capture over at Doom9. There seems to be some cards in Japan that might do the trick. Unfortunately, I don't read Japanese.

I also found the "PYRO A /V Link", but I cannot confirm if it does 480p or 480i. It has component inputs, and connects to the PC via FireWire.

Found a VGA / DVI recorder with MPEG2 compression, that makes AVI, ASF, MPEGs with a max resolution of 1600 x 1200. If someone would just advance me $3999.95, I'll go pick one up tomorrow.

It seems that video capture off satellite better than 480i is just not feasible for me at this time. Though with HDTV becoming more and more common, I'm sure it won't be long before something comes out (Hollywood be damned.) The Blackmagic Intensity card is my best bet, but without on-board MPEG-2 encoding, I'll need to upgrade my PC. (My new year's resolution is to go up to quad-core with 4GB ram.)
But my DVR is messed. The built-in hard drive is malfunctioning, and the timer recording only works 1/3 of the time. The only thing working is the DVD recording function. Pretty inconvenient, so I ordered a new capture card while I wait for new technology to arrive.
I figured for under $100, the Hauppauge WinTV-HVR-1600 was a good deal.

I have had disappointing results with TV tuner cards (there is too much digital noise inside a computer case for the highly sensitive TV tuners to get good reception, so the picture is often overlaid with noise artefacts). Capturing via s-video gives much better results, especially with the onboard hardware compression.
So if you don't have ATSC (whatever that is), I suggest you look for a card /device that doesn't have a TV tuner, i.e. a video capture device. Why waste money on tuners?

I don't plan on using the the tuner portion at this point. I just got it in case some consumer level ATSC modulator/streamer becomes available later. (Don't laugh, they have them for department stores.) I'm also curious to see if any terrestrial signals are available in my area.

No, the tuner will not interfere in any way with capture from an s-video source. If you are prepared to pay for something you won't use, fine.
