[Searches all films in Belgium forum, and then on to IMDB.]

Aha, [REL] Toto le héros (1991)
"Boum" Performed by Charles Trenet

It looks like the earliest releases are May 11 1991 France for "Lulu" and May 16 1991 Belgium for "Toto", so the makers were just coincidentally inspired by the same old song in the same year. Or maybe every 1991 French-language film used it? Thank goodness for OK.ru, so I can watch a VHSrip of the 1938 French (non-FLM) musical that premiered the song.
Maybe this song was popular at the time, kind of a hit, so the movies directors added it. ;)
I also if a song is a super hit, (and I like it) I always play it in the car, I sing it, I'm putting this ringtone on my phone :D

But it is from 1938, not 1991! It was surely a golden oldie best appreciated by oldtimers. But I suppose some kids today will listen to songs from the early 1980s, so...

It IS a terrific (and silly) song, and was also featured later in British and American productions, so it is internationally known. Other artists have recorded it too.

Well maybe at that time another artist was performing this song in his interpretation. Now many singers sing old songs changing the style, new sounds, and many songs sound much better than the original ;)

But the directors of the movie decided to add not a new sound, but the original song
