Sorry this is my first post and im a little confused as to how things work. I've been looking for this movie for a while but all the links i follow are dead. can anyone post an accessible file?

We use eMule as the preferred download method. Look at Step-by-Step eMule Setup for help setting up the full eMule. The URLs for things like server lists and IP filters are a little out of date so you should Google for current versions but it should get you going. You might also check uloz.to for direct downloads.

As far as I remember it was encoded to 30fps and not running smooth. But I could fix it.

Are you confident that the russians didnt just do an upscale? (720p web-dl seems to exist as torrent).

I can't say for sure, but it looks like real Full HD.
