The film is Swedish (the director was born in Lebanon and moved to Sweden in 1966).
As with all Swedish films, a good resource is The Swedish Film Database.

Note that it is listed as a documentary (the director has made several), but on the Swedish Wikipedia page of the director's biography, it says that it is a feature film based on a true story:
"In 1994, Leyla Tengroth made her first feature film: the feature film Frihetsligan. Tengroth wrote the script together with Bo Bjelfvenstam and based it on a true story about a little girl who led a gang of gangsters in Beirut. Leyla found her heroine among Beirut's street children: 9-year-old Rim Al Hamad."

Finally, Filminstitutet provides a detailed synopsis of the film, explaining why the director chose to make a feature film instead of a documentary.

In Lebanon, it's also known as "Al Sheikha"
It appears to have been available in the past on Aflamuna.online. Below is a short clip.

In France, it's also known as "Le Gang de la liberté"
It was shown at a festival in Paris on April 12th this year.

Well done for finding a clip - and interesting to hear it's been shown so recently for such an old film.
