If an FLM member posts a link to something they do not yet have complete, they should say so in their original post. Something like "I am still downloading this." (Or sometimes, "I am not going to download this, but you can try the link if you want to.")
That way people will know they will probably have to wait. I know from experience that most of the time I get files from you fairly quickly, and then I help share them to FLM LowID members. Those files I get from you quickly are probably the ones you are already finished downloading yourself.
