I do not have the files myself, but the "Quebec original version" would be one variety of French, as spoken in Quebec Canada. My guess is that the earlier version is also Quebecois French but just did not specify it. The second version also has French subtitles, which would be for the hearing-impaired OR for European French who might struggle figuring out the Canadian French. Of course the French French are perfectly free to redub it into European French as spoken in France if they wish.

I noticed this difference of description in DaveTheBoss's posts, also. I ended up at the same ideas as Night. They are the both same French track, but one is more specific. I have downloaded one of them and I will report back soon.

I downloaded the downloaded DaveTheBoss's "FW" encode (5.44gb). I can verify that it doesn't appear to be dubbed into another variety of French, but I am not certain of my ability to distinguish between Canadian and European French. Most of the time, English too. So far, the dub is the same as in ghost's file.
