Re: "Pühajärve Beach Party 2000: Blacky, Smilers, Terminaator"
Thanks to the research of Sully and the confessions of lara, I too found the same video. Unfortunately even though it has the same beach crowd scenes, it does NOT have the "band that shall not be named" but different artists that performed at the festival. Well, they are all new to me anyway so I guess I can't complain.
Full YouTube video, severely Off Topic

in it's 56-minute runtime:

Translation:
The headliners of the Pühajärve Beach Party on June 9th and 10th [2000] are Bloodhound Gang and Bomfunk MC's....
In addition to very good bands from other countries, highly anticipated Estonian performers will take to the stage on two days – Caater, Claire's Birthday, Blacky, Blind, Super Slinky, Terminaator, Smilers, Mr. Lawrence, Justament, Tuberkuloited, Push UP, Propeller, Turist and Meie Mees with the TTÜ female choir, as well as Koit Toome, Kadi Toom, Ines and many others.

Thanks, Sully23 and Night457!
Well, I thought I found a rare gem, but Internet has everything already
Next time I'll try to find that documentary about the town of Keila

Sometimes a person needs to know what to look for before they can find it. I think it still counts as rare and I prefer the music of TuberK* anyway. I tried to find more footage of that festival but no luck.

I found the 1997 edition in 3 parts and only in the first video there were children in the first row but nothing on the beach, I'll see if I have any luck with the other 2.
