Even tubi only goes up to maxed of 720p
In fact, the tubi link you posted here has 1080p available: viewtopic.php?p=128037#p128037

Possibly regionally related?

You could see that the duration and bitrate are slightly different.

YouTube has 1080p files but they are generally bitstarved. The 720p streaming sites are at least honest about what to expect: they are lower resolution but the bitrate and size (if downloaded) is appropriate for that resolution. Since most people are streaming on phones or tablets or small laptops, high bitrate and high resolution is not needed for most people. I am sure that some day there will be a 16K iPhone, to cater to people who think they need amazing resolution on a 5 inch screen!

Vimeo.com, DailyMotion.com, VK.com and OK.ru also stream for free in 1080p. Their bitrates are usually better than YouTube's.

In fact, this is interesting, they seem to give Australians the impression that free streaming is only 720p, cause even with the same page it only offers the highest 720p in Australia, and even the worst is 240p, but has a higher bitrate at the same resolution.

Huh, that's interesting (I assume both screenshots is from the same movie)

720p in both screenshots has a different kb

and the video has a 1 second different in duration

No, strangely, I still have a 1080p option when accessing using an Australian VPN. What browser do you use?
Maybe you could try using a VPN from the different regions or try a different browser.

16K will likely be used for AR headsets and less likely for 5 inch phones.

I tried chrome, edge and firefox
All browsers only goes up to 720p

Not like it's a big deal anyway
720p is fine for me
