Some of the Russian sites block access to non Russian IPs. Someone who can read the language should check the fine print.

Personally, I have no problem uploading to imageshack. I don't know of a site on the net which doesn't reserve the right to report content against their TOS. If you don't sign up all they have is your IP, so use a proxy if it's a concern to you.
