I want to add a few more things to help others in finding this. It looks to be a film that would be very welcome here.

Looking for this keep in mind both RFF and IMDb have the date as 1986. This is 'incorrect' all the original articles and the vhs say the year is 1981.

There was a theater release in 1986 in Hungary. perhaps this is where IMDb got their info?

Any rips of this will most likely be 1981. Finding rarities is always in the details.

子どものころ戦争があった is the official title. It translates differently depending on the translator.

Kodomo no koro senso ga atta is what IMDb list this as, but if you search this title you will find it is of a book. Perhaps what the movie is based off of?

It's 'Heaven ON Earth'. (It's mistakenly called 'Heaven and Earth' by many, myself included..)

THAT movie can be found at a couple links here, but THIS link has a pix of the VHS I purchased and have subsequently misplaced.

Once I find it there's a local shop that transfers PAL VHS to DVD.. From that point, finally getting a rip of this film should be easy...

Yes..

I picked up an iPad over the holidays and that's how I've been ale to access FLM.

When I'm not trying to access the internet my PC operates fairly well, and my ripping programs are still functional. I'm pooling my $$ to pick up another external drive so I can clean off my HD to see if a full-destructive reformat might help things..

If it does, that should help at least to get me sharing out again...
