It would be too much work. Find the best way to remove the subs, creating new subtitles in two different languages, upscaling... It's just not worth it.

David, if you're willing to OCR or transcribe those Dutch subtitles, I will do my best to translate them. I have recently completed a project with translating Dutch subs into English and I think it I could do it again. I have often marveled on how well Dutch auto-translates or ai-translates into English. I think it would be fun.

Sometimes is the fastest way to watch the movie and write text from the screen
Update: There are unsubtitled phrases in the movie
And it seems they have shortened the dialog in some places
I don't speak dutch or that other language they speak in movie but if there are one short line in subs that are long time in the screem
but in the same time they speak very much...
Also there was a little bit French.

I put on my "language ears" while watching.
Most of what is NOT subtitled is spoken Dutch. (What variety of Dutch I don't know.)
02:53-03:11 is French, subtitled in Dutch.
Most of the rest of the Dutch-subtitled dialog should be Arabic and sounds like it, but I have not yet developed the ears for distinguishing Middle Eastern languages from each other.
Most of what is NOT subtitled is spoken Dutch. (What variety of Dutch I don't know.)

I tried my best and did a template with timings (and wrote down dutch text if it was on the screen).
To make my work easier I wrote with capital letters. It may contain typos.
Lines where they spoke but there were no dutch on the screen are filled with dots (Subtitle Workshop does not like empty lines)
Maybe such template is useful for somebody.

I took ferdi's Dutch subtitle transcription and converted the ALL CAPS to normal casing, then machine-translated the Dutch to English. I did NOT look for any typos, nor for words that ought to have been capitalized but were not (such as proper names). If someone wants to AI the unsubtitled Dutch dialog to add it to the partial Dutch subtitle file, that is the next logical step.

Wo, looks like much of the work has already been done. Thanks everyone. I am happy to run the short through whisper to see if it can catch the spoken Dutch in an otherwise Arabic language film to get those unsubtitled bits.
