Sure. That's the only reason for this strange rip size.
A normal DVDR has a capacity of 4.700.372.992 bytes.
The rip has a file size of 4.695.768.510 bytes.

Your dvd player (stand alone player) won't be able to play this file.
It doesn't understand the codec and the high resolution of 1980*1080 or 1280*720p.

Yes, the DVD-size is just to make it easy for people with DVD writers to store it, but it can be viewed only on your computer. Theoretically some Blu-Ray players could display like some normal DVD players display DivX, but I haven't actually heard of any, BR is too new I think.
There was a DVD image of this posted to Usenet last month, a few days before the BR MKV was posted there, so perhaps you could find that. Would be much better quality than AVI thopugh less than the MKV, but would be viewable on a DVD player. You might see if that made it to eMule or RS.
