I have heard that sort of thing can be fixed sometimes.
EDIT: Wow, I see what you mean. I looked at the pics not the video and downloaded it. Maybe I can figure out this framerate-changing-smoothing process.

No way. Only downloading a file doesn't change/edit/destroy the file.
