If people do not read the Terms of Service then they will never deliberately violate them, right? Did you read the 50 pages of TOS for every monthly iTunes update, to make sure of any changes? (Reference: South Park episode "HumancentiPad".)

Anyway, MEGA will not know an individual has multiple accounts if they use different "anonymous disposable" email accounts for each MEGA account. I do the same thing. Since MEGA is in the business of helping people to share pirated movies they do not have a legal or moral leg to stand on. But I do not think they actually care if anyone does have multiple accounts. They have had legal problems of their own in the past. Their account restrictions are both to encourage paid accounts and to be able to claim that they are trying to prevent unrestricted piracy.

Maybe they can, but it has not stopped me. I have not routinely used a VPN in awhile. They might be bothered if the same IP created dozens of accounts all in the same day. It takes me awhile to download 20 GB of files and then upload them to MEGA, so I do not make a new account very often.
