That DVD seems to be the source of every other version. The video itself looks like someone privately screened the film and set up a camera to record it. The result is better than most sources of this type but still not great. I periodically try to find a better version. So far without any luck.
I've noticed that most of the movies made in the USSR are of poor quality, probably shot on such film

They could make a DVD or bluray by transfer from the original film, and the quality could be equal to any other movie. That's not what the person who made this disc did. I'm guessing they used a mini-DV camcorder (or something equivalent) and recorded their own private screening of the movie by setting it up in front of the movie screen. Then transferred it to DVD-R. Probably they didn't have the equipment to use the film directly as a master for their disc. Either that or they lacked the expertise and may not have known they could.
It's better than nothing but of course I'd rather have a
real disc. I checked and the rights to this film are owned by Odessa Film Studios in Ukraine. I'll see if there are any contact emails or other ways of getting hold of someone there. Maybe they'll respond to a request. Sometimes digital copies are available - I doubt they're going to put out a bluray just because I express interest, but they may offer me something better than the existing bootleg. Worth a shot! If anyone here lives in eastern Europe or Ukraine itself, you might also give it a try. My country isn't exactly popular these days.

Well I think they would have made Blu-ray HD, good quality of this movie by now, if it would have gained sympathy from the audience, it would have been broadcast on TV, but this is a surreal movie, only for fans of this genre, not everyone likes this genre

There's plenty of niche content available on bluray. From what I can see Odessa Movie Studio doesn't do physical media releases. I could be wrong, but there's no store that I can find on their website, or any of their titles which seem to be out either on bluray or regular DVD. At least one other movie from this studio is here on FLM:
Mushketyory 4a (1972):

There may be others too. When I get home I'll be able to devote more time to actually going through their website and looking for archives, streaming sites, and contact emails.

That page is on their main site, yes. But it's owned and operated by the Ukrainian government so they have a site too:
https://filmoffice.org.ua/
https://filmoffice.org.ua/item/odesa-film-studio/
There are quite a few links there. I'll check them out when I have time, and see what I can find.

I can't tell how accurate these subs are. Many of the lines make no sense, but that could just be because the movie itself is a surrealist fever dream and there isn't a whole lot of sense to be made.
Thanks for posting trans, and welcome to FLM!
I've tried dropping some emails to the studio but gotten no response so far. If I manage to get them to send me (or sell me) a digital copy that's a significant upgrade I will certainly post it. If anyone here speaks Ukrainian you might try contacting them - it might help, not everyone there speaks English and my messages could be getting ignored as a result.
By the way, I reupped my MEGA link for this movie. For anyone who found it dead the first time they checked:

The subtitles posted by trans fit my .vob file as well.
