I got no qualms in blocking ranges, ISP's or even whole countries 
Seriously though, I usually remove the block after I've stopped sharing the file(s) the leecher was after, but only if I remember too
Why block him at all? Does this question even need to be answered? I'm sure it's all fine in countries where broadband is actually broadband, but my upload capacity is very limited I'd rather not waste it on someone who imo doesn't deserve it.
