I don't think this comes from VHS. The image is too sharp and stable. The biggest problem is that it's noisy. This looks more to me like something recorded using an old capture card, similar to one I bought in the early 2000's for my WIndows XP desktop. It had a coaxial input so you just screwed the cable wire into the back of the machine.
The source is probably an analog cable broadcast. I remember some channels would come in a bit snowy like this recording and there wasn't much I could do to clean it up. Still gave better results than using a VCR - the only other option at the time. Compared to all previous versions this is a noticeable upgrade. Thank you for finding, pillowbaker!
