It was on German TV last time in 2002. The title (6 episodes) there was 'Der weiße Wal'. The first episode started with a casting and there the kids had to shower in the open to prove that they are fit to live with each other for a longer time together on the boat. Did "La Baleine Blanche" ever turn up? I never found it nor heard of it, I believe it may have been the first series of (pre) Fleur de Lampaul. It was shown on German TV in the late 90's I remember it, possibly kika.

The brief segment it comes from starts at 01:49. This appears to be just a random family's sailboat vacation video. There might've been more to it at one point, but the site it directs you to no longer exists, there's something else there now - this is ten years old. It's not connected in any way to a TV show.
I watched a lot of home videos of these families sailing on sailboats, I was interested because there would be topless (supposedly) but in the end they were very careful of Youtube's policies.
