I did some investigating.
The short film
Bond (2009) has the right length (9 minutes),
the right director
Vera Egito
and the right lead actress
Nathalia Zemel.
And google translate tells me that "elo" is Portuguese for "link" or "bond."
So I think we can safely say this short is "Elo AKA Bond (2008 or 2009)."
