Looking for UK movie with train kissing scene

I watched a movie in the late 90's in English class in school. It was a UK movie (set in the north I think) and it had a scene with a teen girl and boy kissing on a moving train in their own private section of the train car. I think the girl was shown topless but I can't remember for sure. I think the same movie also had a skinnydipping scene with boys jumping into a lake off of a wooden pier. Does this sound familiar to anyone? I would guess from what I recall it was an 80s or early 90s movie.
