Borstal movie

A friend of mine told me about a series/movie (not sure) he saw on French TV in the 90's. He doesn't know what country it's from.
According to him, it took place in a borstal. The main character was caught by the other boys as they were all taking a shower and handcuffed to a shower pipe and then they splashed him with cold water.
Does anybody know what this movie is?
